QUICK REPORT

Last week we saw the unveiling of Senator Hobb’s transportation package.  He held a “work session” on this the day after it was announced.  SSCCLC will have an opportunity to weigh in during the hearing on the bill. 

So far, besides the Governor’s proposal, we have three legislative proposals (Fey, Hobbs and Saldana).  We are expecting a fourth this week from Senator King and the Senate Republicans.  Attached is a comparison document put together by transportation expert Jennifer Ziegler of the proposals we have to date.   Key differences of the two major proposals include:

House Democrats’ Transportation Funding Proposal

  • Generates $26.7 billion in revenue. 
  • The two major revenue sources are an 18-cent gas tax that is indexed based on the consumer price index and a $15 per ton carbon fee on the transportation sector that increases to $25 per ton by the third biennium.
  • The proposal includes a range of smaller fee increases.
  • $4.6 billion for maintenance and preservation.
  • $3.5 billion for fish passage barrier removal in response to a federal court order.
  • $6.7 billion for projects. There is no project list, but replacement of the I-5 bridge over the Columbia River is identified.
  • $828 million for preservation for the Transportation Improvement Board and $582 million for preservation for the County Road Administration Board. There is no funding assumed for the Freight Mobility Strategic Investment Board and no direct distribution for local governments.
  • $2.5 billion in carbon reduction investments.
  • About $3 billion for various transit programs.
  • About $1.5 billion for ferry investments, including ferry electrification.
  • The proposal does not assume any bonding.

Senator Hobbs’s “Forward Washington” Proposal

  • Generates between $15.7 and $15.9 billion in revenue.
  • The two major revenue sources are a six-cent gas tax with no indexing and an assumption of carbon pricing. The Hobbs proposal provides two carbon options—either the adoption of a cap and invest program or the adoption of a carbon fee on the transportation sector of $20 per ton of emissions.
  • The proposal also includes an assessed value fee on new construction and an air quality surcharge fee on new vehicles. The proposal assumes that the funding for fish passage barrier removal will come from separate legislation that is not related to transportation revenue.
  • $2.6 billion for maintenance and preservation.
  • $3.5 billion for fish passage barrier removal (assumed from separate revenue source).
  • $5.3 billion for projects and a project list.
  • $100 million for the Transportation Improvement Board, $80 million for the County Road Administration Board, $50 million for the Freight Mobility Strategic Investment Board and $375 million in direct distribution to local governments.
  • $900 million in carbon reduction investments.
  • About $1 billion for various transit programs.
  • About $1.4 billion for ferry investments, including ferry electrification.
  • The proposal does assume that bonding is necessary

In addition to the release of these proposals, the SSCCLC received good news in the form of a letter from DOT Secretary Roger Millar announcing that the parts of the Gateway project that were going to be paused are no longer going to be paused.  This was great news and a reflection of the testimony of SSCCLC Chamber members before the House and Senate committees among other things.

Another key happening of this week was the passage of ESSB 5061, the unemployment insurance bill.  Despite controversy over the increase in minimum benefit amounts and extension of benefits to some who voluntary quit their job due to COVID, the bill receive favorable, bi-partisan support because it reduces the impact of the unemployment insurance tax increases employers are facing this year.  More work will need to be done on this issue between now and next session but for now 5061 has passed both the House and the Senate and heads to the Governor’s desk.  Early and fast passage of this bill was necessary so the Employment Insurance Department can reissue UI tax statements before the first due date.

Also exciting was the passage out of the House of Representatives of HB 1095 – the bill exempting any dollars received as COVID assistance from taxation under WA state law.  This bill goes to the Senate now and is being heard in the Senate Ways and Means Committee this week.

This past week also saw the introduction of HB 1460, a 1% income tax on the wealthiest people in the state.  This bill, if implemented, could generate $2 billion by taxing the “intangible financial assets (i.e. stocks and bonds) of net worth over $1 billion. This bill has a hearing in House Finance on Tuesday.

Below are key hearings this coming week. We also expect to see several bills move out of committee, including HB 1084 which is the highly controversial building decarbonization bill. SB 5114, the bill moving the entire state into Phase 2 of the re-opening metricks has not been scheduled for a vote out of committee.
