We are now at the half way point of the legislative session. Bills had to be passed out of their house of origin by 5 p.m. on March 8 in order to remain alive for the remainder of the session – unless of course they are necessary to implement the budget.
We expect to see budgets in the next two weeks. It is time to make sure you have members calling their legislators to ensure the full funding is in the transportation budget for the Gateway project (167/509).
Below is a report of bills that made it past the deadline that we are tracking, plus a list of dead bills so you can see what did not make it through. Remember, nothing is truly dead until the Legislature adjourns.
Highlights for the SSCCLC:
Public Safety:
Although the House failed to move HB 1363, regarding vehicular pursuits, the Senate Democrats negotiated a deal with Senator Manka Dhingra who had refused to hear the bill and pulled SB 5352 from committee without a hearing. The bill passed the Senate 26-23 on a very mixed party vote and now goes to the House.
The Senate also held up their end of the public safety bargain and passed SSB 5536, a bill designed to create a “fix” for the Blake decision. This bill passed the Senate 28-21, again on a mixed party vote.
SB 5367, regarding products containing THC was amended to a 0 level of THC which should take care of community concerns.
Housing:
The House passed HB 1110 which will legalize middle housing statewide. The Senate passed SB 5466 which will create more housing near transit. Both bills have gone through several versions and are expected to do so again as they move through the opposite houses.
Workforce:
SB 5217, the ergonomics bill narrowly passed out of the Senate and now has a hearing in the House. The bill has been significantly limited from last year’s version but is still opposed by the business community.
Several bad labor bills have moved out of each of the houses and are being heard in the opposite house. Many of these contain private rights of action which can be very costly even for innocent employers. These bills include the following:
